Ok,
 
I figured out my own issue, the other users I am sharing this WC with
did not have TSVN set to allow Network Drive TSVN usage.

I currently have the latest SVN and TSVN setup for my development
environment, however I am now experiencing an issue with a shared WC
setup. The original user (me) who first checked out all the files in the
SMB share sees all the TSVN icons, but the second user can not see these
icons. The second user can use the TSVN commit/checkout in the root
directory only, but not any of the subfolders. I noticed that it appears
there are Read-Only locks on the .svn folders, so I tried changing the
ACL and permissions to the ADS group that we all use with no luck.
 
Does anyone have an idea on how to make these shared WC's work properly?
 
(Yes, I know most people do not like doing this, but for our development
environment this model fits best)
