How to set up a local TortoiseSVN update server?

We'd like to set up a local server to host TortoiseSVN updates.
The 1.3.0 release notes document the additions to make to the
client registries to achieve this, but I could not find anything that
described what to do on the server side. I tried just dumping the
.msi file into a folder on our server, but when I do a:

   Help -> About -> Check for Updates...

It reports:

   Could not check for a newer version!

That leads me to believe the directory requires some sort of
configuration file to support the update checking. Any hints or
references are most appreciated.
