We do try to keep the terminology the same as Subversion, otherwise it
causes all sorts of other confusion. However, that checkbox is explained
in the manual. Maybe a tooltip would be useful.

TSVN doesn't clean out its settings from the registry on uninstall
(actually maybe that's no longer true, but it certainly was then).

Previously it has been always on by default, then when people complained
on the mailing list it was changed to always off by default. Finally
after more complaints on the mailing list it was made sticky, so it
remains in whatever state you left it at last time.
