pre-commit hook fail message not displaying

We have a pre-commit hook script on our server that checks file types
and sizes. When the hook fails, Tortoise correctly displays the
folllowing message :

   Error: Commit failed (details follow):
   Error: 'pre-commit' hook failed with error output:

However the STDERR output from our script does not get displayed. This
problem has only just started to occur, when we upgraded to TortoiseSVN
Ver 1.2.6.4786 running on XP (from Ver 1.1.2.2205 on Win2K)

Note: that clients still running 1.1.2 Still work correctly (ie the
output from the pre-commit hook script is displayed) thus I don't
believe there is a problem with the server.
