svnlook at deleted file in pre-commit returns nothing

I wrote a pre-commit hook to validate XML files. It uses "svnlook changed" to look at the transaction, and cats the file(s) into an XML validator. Files that are about to be deleted seem to be empty; "svnlook cat" returns nothing. Is this a bug? I thought the pre-commit phase would not have altered the file yet.
Using release 1.2.3 on Solaris 10 in daemon mode. Client is Subclipse.
