No I meant an Ignore List for subversioned files. Like "even if i
changed that file, never commit it until i say so"

What do you mean? Do you think TSVN should run the script for me? Well,
client-side hook scripts have been discussed here, as well as on the SVN
mailing lists, many times. I think support for it should definitely be
added, but I think the general consensus is that it should be added to
SVN and not TSVN. This would ensure that they would also be called when
someone is using a different client.
But there are some catches. For instance the scripting engine has to be
available on the client machine. This might be a problem on the
client-side.
