Setting svn:external

I want to set svn:external to a directory (which contains a few common
files) which is not a subdirectory of the directory to which I check
out my project. Can I do this?

When I try to define the svn:external as

..\..\common <repo path>

then Tortoise complains, as it should (svn book says it can't accept
such relative paths).

When I define the folder as an absolute path and then try to commit the
project, Tortoise complains 'Can't check path ...filename is incorrect'.
