For the general case, I agree with Sid. In my office, none of the
windows users need to create local repositories, and that option just
confuses about half of them. Having the general ability to simplify
tools and ensure a consistent computing environment is pretty
valuable.

It's not enough of a problem I've needed to patch TSVN, and I
certainly don't want the feature dropped. But there is value in being
able to limit tools.
