thanks for answering.

to 1.
I think you missunterstood me. I want to set the settings for example in the
registry (by installing tortoise) and then I want to disable the settings in
TortoiseSVN, so that the user on the computer can't enter it. So the
settings are always the same.

to 2.
I don't want, that the user have this possiblity to create repositories,
perhaps it could confuse them.
In our company I want to give TortoiseSVN to diffrent groups.
developer (all rights)
guests (customer) (no rights)
...

And if the guests could create Repositories they are confused.
Do you unterstand me?
