I saw it in TortoiseSVN-1.2.4.4479-svn-1.2.3.msi, downgrading tp
TortoiseSVN-1.2.2.4295-svn-1.2.3.msi seems to work around it.

The one I have problems with appears to be the most recently version
available for download.
