Web based or programmatic access API for subversion

Dear sir/madam
We are in a process of developing a web based application for our
organization. In this context we intend to use Subversion programmatically
to store the documents & to keep track of versions. Our primary intention
is to develop in Linux/Apache platform using PHP as the server side
programming language. However we are comfortable to adapt other programming
languages as well if the necessity arises.
Can you please inform us whether Subversion has a Web based or programmatic
access API that allows data to be committed and retrieved?
If yes then please let us know in details so that we can access the API
from within our application.
