Robert,

Why don't you just 'Show Log' for that tree? That will show you all the
log messages, and you can just copy one and paste it into your new
commit dialog.

If TSVN did have a comment history button in repo browser, then it would
effectively do exactly that. Why add extra UI when the means is already
there?
