Is there a reason the installer cannot run this tool automatically?

When upgrading to 1.2.4, all our users here had to first uninstall their
old Tortoise, reboot, install new Tortoise, reboot, in order for icon
overlays to work.

I also found installing 1.2.4 and then doing a reinstall of 1.2.4 (e.g.
"Repair") could cause the overlay icons to disappear also.
