Some more info:

svn up *.c -r15000
(on the subversion\clients\cmdline folder)
outputs an
Updated to revision 15000.
for each and every c file too.

So, saying that Subversion is not printing "at revision" but TSVN does
is wrong. It depends on the circumstances.
