The question is: What do you want to limit? The limit of current files'
space or the users' repository-subtree size?

I think both options are somehow manageable with more or less work by
the admin or maybe by the (T)SVN developers. My question is how you
intend to deal with violations of those limits. For example, what would
you do if the user repository part is 'over quota'. Or: What's the
purpose if you limit the total file space of checked-out files if the
repository-tree grows anyway?
