[TSVN_U] Syntax for Exclude/Ignore pattern

In The Manual (TFM), section 5.25.1. General Settings, an example
Exclude/Ignore pattern is provided:

*/bin */obj *.bak *.~?? *.jar *.[Tt]mp

What is the syntax of this pattern?

What's the meaning of the fourth token?

"[Tt]" hints at RegEx expressions, so how much RegEx is supported?

Extra credit: why isn't the syntax documented or some reference cited?
