In short, TortoiseSVN doesn't "do" SCCAPI, it is a shell extension and
works from any Windows Explorer window.

I suspect that this is really a Subversion question, not a TortoiseSVN question.

You may find that Subway (http://nidaros.homedns.org/subway/) provides
an adequate SCCAPI interface to Subversion, but as far as I can tell,
it is very incomplete.

That all said, even if you can't use a SCCAPI interface, you can
always use TortoiseSVN to do your versioning directly from the
explorer window.
