Tortoise SVN commit issue

I have an issue with the commit on several repositories. On tortoise commit, it just waits 20 to 30 mins until it displays the changed files that can be committed https://www.screencast.com/t/ckKTh2ihEq.

I've been trying to find a solution for this issues with no luck so far. Maybe someone here can help me figure out what is causing this long wait to happen.
