Should the open "Not Discussed" tickets be closed?

Hello,

I want to look through open tickets on the issue tracker (the one on
SourceForge) and there are a lot of tickets with NotDiscussed status.
Were they intentionally left open? Do they need to be closed?

I guess that that's some error since the comment on most of them tells:
[[[
...
In accordance with our guidelines I'm closing this issue as NotDiscussed.
...
]]]
