TortoiseSVN 1.9.5 released

TortoiseSVN 1.9.5 is ready for download.
It is linked against Subversion 1.9.5.

This is a bugfix-only release.

The Subversion library got one security fix:

- BUG: "Split lines" in the commit dialog with a log width marker set
