TortoiseSVN ignores svn:global-ignores

Hi,
I haven't been able to use svn:global-ignores with TortoiseSVN. It works in some cases but not all. I'm guessing this is because Tortoise uses wildcards? SmartSVN or svn.exe itself don't behave this way with the same repository.
