​ Problem with TortoiseSVN locking windows 8 when trying to write a repo into shared folder from vagrant VM

Hi All

I had to uninstall TortoiseSVN in order to get a vagrant install script to
run.

With TortoiseSVN install the install script kept getting SQL lite errors
and leaving the SVN repo dirty (need to run cleanup). I am guessing that
TortoiseSVN was try to manage the repo at the same time as the vagrant VM
was write to the folder

As an aside the repo being created was an older version so it would nice if
TortoiseSVN didn't touch folders where the format was old until it was
undated to the current version.

Plus being able to mark a folder as ignored would fix it

To reproduce try to install this vagrant build on a windows 8
with TortoiseSVN install
https://vip.wordpress.com/documentation/quickstart/
