Tortoisesvn is only a (admittedly featureful) client - which means that
the server would be a separate program.
There are several ways, to create an svn server including:
- using a dedicated svn server like svnserve
- setting up a web server like apache that handles authentication, can
provide a web interface to svn and configure the web server to use a svn
module.
If you are using tsvn only on your own computer, you might not need to
use an server, though: Just grab an USB memory stick, right-click on a
empty directory that is on the stick and select "tsvn/create repository
here". After that the directory can be checked out as
file://e:\directoryname or similar and all version control data will be
saved there.
