Commit monitor in TSVN

Hi Stefan,

I wanted to translate the missing commit monitor part of the manual. For
this purpose I downloaded & installed a nightly build (1.8.99.25750), but I
haven't found out how to activate "the" commit monitor. Is there some
registry tweak?
Can the external and the internal commit monitor get into each others way,
when the external monitor is installed?
