Tortoise SVN Error

Hello,

I would like to ask some help regarding this issue ..
The problem is that the user cannot "commit" files due to this error ..

We already re-installed software to his PC, allowed another user to log in to the said PC but error's the same ..
He was able to "commit" to this file (X351MY14 to be specific) before, but now, he is unable to do so ..

Does this have something to do with the user's access?
We asked the user to log in to another PC and he can "commit" files on the specified file ..
Is this an issue on the PC itself?
Ang by the way, the version of his tortoise is 1.7.13.24257 and OS on PC is windows 7 64-bit edition ..

We need immediate response on this please ..
