Small upgrade repo enhancement

Hello,

I currently get many reports from TSVN 1.8.4 users that try to upgrade
repositories from TSVN 1.7.something and fail because they press the
"upgrade repo"-button in the right-click-menu not in the top folder of
their working copy but in one of the folders inside the working copy
instead. Apparently TSVN
 - is able to detect the old working copy even from a sub-folder (which
is good),
 - cannot upgrade a folder inside a working copy without upgrading the
whole working copy (I don't think there would be a sensible use case for
that so that is fine, too)
 - but instead of upgrading the whole working copy it tries to upgrade
only the folder the "upgrade working copy" was issued in.

The problem is easy to solve so I assume it is very low-urgency. But
allowing tsvn to automagically detemine which folder is the top-leven
one and upgrading from there - might still be a item for the wishlist.

Unfortunately I cannot run tests with TSVN1.8.5 currently but cannot
find anything related to this issue in the changelog.
