I too have this issue. New install of ubuntu 12.04 installed SVN 1.8.4 (r1534716)
When using TortoiseSVN 1.8.2, Build 24708 - 64 Bit , 2013/08/27 19:20:39some users get the improper HTTP response when browsing the repository. There are no errors in the logs.
We added the SVNAllowBulkUpdates prefer to the server with no improvement.

One user that was having really bad problems updated to
TortoiseSVN 1.8.3, Build 24901 - 64 Bit , 2013/10/27 15:38:41
and now things seem to be working okay for him now.
