Code Collaborator basic integration to LogDlg...

I would like to add some integration to the SmartBear Code Collaborator tool. This program has a command line argument; you can create a "Review Set" by passing it a bunch of SVN Revisions. It then fetches all the diffs, dumps all data into its database, creates a review and launches the Web UI to let you specify other things like reviewers etc.

The design is simple - dump all the info that the tool needs for the command line into the registry - publish the registry format for those that need it. If you have selected one or more revisions in the log dialog, AND the code collaborator tool is installed (Registry points to it) then show an extra menu item to create a code collaborator review.

I will check this functionality in in pieces - this is very simple and unlikely to break existing Log functionality.
