Feature Request: Externals Management

I posted to the mailing list back in March (http://tortoisesvn.tigris.org/ds/viewMessage.do?dsForumId=757&dsMessageId=3052134) and I have realised that no one replied to my post. I was hoping that maybe this could launch a new feature or at least someone would reply with some advice if I am doing anything wrong.

I can't reply to my own post so I the only way I could re-raise this was another email to the mailing list. I have linked to my original post here. An apology if this is against the rules or if I have missed that issue tracker has had a new enhancement raised in response to my suggestions/questions.
