Found it out. The correct way to reproduce the problem is much more
complicated but reproducible if you use MS office and auto-props to set
svn:keywords:

- Create and add a folder, but don't commit it yet
- Add .vdx file (using visio) or a .doc (not docx! docx won't work
since it is compressed.) file using word containing the string $Rev:: 67
    $. Don't close Visio or Word: The problem can only be reproduced if
tsvn is prevented from changing the file when adjusting the properties.
- Add all svn:keywords properties you know of to the file.
- Try to commit the directory including the file
TSVN will commit both directory and file but will be prevented from
exchanging the $Rev:: 67 $ by the current revision and output an
error message.

It is nearly impossible to resolve the situation while the file is
still open. Eventually the user (who is used to dealing with problems
alone) will save the file on a save place, delete the directory
containing the file locally from the working copy in a last attempt to
resolve the problem and call me to resolve the problem.

Normally it is possible to clean up after putting files into the
working copy and giving them the right names. But in one case it claims
some files are still missing even if I put a file of the right name into
the working copy. Will try to find out how to reproduce that, too. But I
have still no Idea what went wrong in this case: My first idea that the
filename contained spaces had proven to be wrong.
