While I'm sure you could do a great job eventually fitting Git into TSvn, I think you may have missed the boat.

Have you looked at http://windows.github.com/?

It's not integrated with Explorer, but in my initial fumblings seems to work really well, along with the rapid update offered by the deployment method (click once?).
