setup errors on my own building branch 1.7.x

I am try to build a msi package on branch 1.7.x follows the building
guide,
Finally I got TortoiseSVN-1.7.10.23592-dev-win32-svn-1.7.7.msi in folder
bin. But when I try to setup on my pc , I find only three module can be
selected in setup window.
