Version reported by nightly builds is 'behind' most recent release

Hello. I'm running the most recent available nightly (x64).
The version reported by the command line tools, specifically svn.exe, is:

   svn, version 1.7.7-dev (under development)
   compiled Sep 6 2012, 04:05:31

The most recent release is 1.7.9, so shouldn't nightly report a version
higher than current release?
