Wrong checkout URL on right click of repo folder

Hi Stefan,

When I right click on a subversion repo folder and choose Checkout,
the checkout dialog does not offer to checkout that repository as a
file:// URL, but just offers to checkout a recewntly used URL into the
repo folder. I'm fairly sure the default behaviour in earlier versions
was to checkuot that repo, presenting a choose folder dialog.
