So originally I had file children only, then in Choose items I select
only the 'de' folder. When I click on OK, every child folder gets
updated to 'exclude' in a separate update except 'de' which gets
updated to fully recursive. Since the other child folders are already
excluded, why do they need to be updated again?

If I use repo browser and update 'de' from there then just that one
folder gets updated, so it is possible.
