I don't have receipe, but more obervation. I played with T-Merge window.
Move is down be almoust hidden, switch to other app, and so on. After
comming back move mouse pointer over scrollbar and to almost half (left
one) of it there was typing cursor, then arrow one. After more playing,
I get arrow cursor about scrollbar width to left of it. Refresh always
fix this problem. It seems that some refresh is late.

Usualy I can get about 2pixel offset. It seems it is about same on Right
Panel and Left Panel scrollbar.

Using your words: "Anyway: I don't think this is a big problem, only a
small UI inconsistency."
Is seems be windows problem.

PS:Maybe this: Move T-Merge down to hide both panel. Swicth To other
app. Now drag it up-left. Point to scrollbar ... reproduced 10 of 12.
