svn folder structure

Hi,

I just recently upgraded after some years of lagging behind and I see that
there is a change from 1.6 to 1.7 where the .svn folders are now
consolidated at the root.
This seems good to me, however I am wondering how to go about parsing this
or interacting with an api.
As I have some tools that parsed the older .svn folders to determine diffs,
yes this was a hack but it worked and was trivially easy.
I have only briefly perused the single .svn folder now and it looks like it
is constructed in a way that is not readily parsed by just any ol fool like
me.

Does there exist some api for doing this to the .svn folder still?
