This dialog pops up after the revert (or whatever) has completed when
it notices that the operation took a long time, so the cancel button
just means "leave the recycle bin alone, leave the settings alone".

What you say makes sense, but it is still commonly used just to mean
"don't do anything". For example if you try to close MS Word with
unsaved changes you get "Quit without saving", "Save and exit",
"Cancel" or something like that.
