Enhancement of user experience when using the recycle bin

Currently, TortoiseSVN uses the recycle bin of windows to backup user
modified files when revert, resolving, .... This default behaviour can
be deactivated in the settings of TortoiseSVN.

Unfortunately, not all users know that a recycle bin containing many
files can seriously slow down TortoiseSVN (and other applications as
well). This week a colleague had TortoiseSVN freezing for 10 minutes
(!) while a 10kb file was being resolved.

Therefore I propose the following improvement.

If TortoiseSVN notices that a "send item to recycle bin" operation takes
longer than 5 seconds, it pops up the following dialog after the operation:

TortoiseSVN detected a serious slowdown due to a recycle bin containing
to many (nnn) items.
[Clean] - cleans the recycle bin once.
[Deactivate] - configure TortoiseSVN to not use the recycle bin
[Ignore once] - don't do anything
[Ignore] ignore and don't ask again

What do you think?
