It is mailing list. Google groups may show it, but they are a third
party. (As well as many other sites on the web that display and
archive mailing lists).

1. You have to subscribe with your e-mail client to receive the e-mails.

2. It is dev@ mailing list, which is to discuss changes to TortoiseSVN
itself among its developers. The usage questions must be asked on the
users@ mailing list.
