I posted the link to the plugin on the dev and user forums.
The posts are titled:
TurtleSift beta - issue tracking plugin for Sifter
TurtleSift is on bitbucket.org/bwanamarko/turtlesift. There is a page with instructions, screenshots and other info. There is also a link to the issue-tracker-plugins page on tortoisesvn.net.
