To answer Hans' question:

Let's say I have working copies of two projects. One projects expects me to add an svn:needs-lock on all files that I add, and so I setup an auto-prop to do this, and the other project doesn't want me to add the svn:needs-lock. From the command line, it's pretty simple, I just pass --no-auto-props while working with the latter project. But with tortoise svn, I'd have to edit the config every time.

And as to how one could go about implementing it, I guess adding the check box to the add dialog would be simple and robust. But I think this would become messy because, shouldn't all commands have a list of check boxes for all the possible options you can pass for the command?
