Authentication prompt when editing svn:externals

My apologies if this is some new feature that was added and discussed over
the list, but I searched around and found nothing recent on the mailing
list.

When I open the svn:externals dialog from the properties dialog with the
1.7.1 release, I'm prompted to authenticate and I can't see why this should
be necessary. I remember seeing this behavior with nightly builds just prior
to the 1.7.0 release, but never got around to reporting it.
