Wrong mailing list. You need to send this to users at subversion.apache.org.

Out of interest where did you find the email address for the mailing
list you sent to? (issues at tortoisesvn.tigris.org) That email
address is not one we publish and it only exists to distribute
notifications from the issue tracker.
