bug, nightly: Relative externals not working in new dialog

TortoiseSVN 1.6.99, Build 22033 - 64 Bit -dev

//server/proj/trunk -- works
/proj/trunk -- does not work
../proj/trunk -- does not work
^/proj/trunk -- does not work

Symptom: Entering a url of any of the latter 3 forms and clicking
OK results in no URL entered. Editing an existing URL of any of
the latter 3 forms without changing anything and clicking OK
removes the URL. If a peg revision is specified, it remains
(resulting in the external being e.g. "foo @123").
