I probably would not participate too, simply by the fact that I'm rather
busy and once I get a moment to breathe I forgot about the survey. :-)

But still it is not uncommon that "software" wants to motivate people
participating on surveys. And if it's disabled by default and people have to
offer themselves to participate, some people will do it. Surely the rate is
not as high as if it would be enabled by default, but who cares. Some data
is better than none. :-)

Another idea:
Maybe the survey shouldn't be "included" in TSVN, but be placed on the web
and whoever wants to participate and answer a few questions, can do it.
There you can pinpoint questions that are much more interesting like what
people would love to see in future versions of TSVN. People can answer some
questions about how they use TSVN, the repositories they're working on, the
version of TSVN they're using, etc. If it doesn't take longer than - let's
say - 3 minutes and it is anonymous, I probably would do it.
