cmdline TortoiseProc commit on specific modified file

When I call TortoiseProc from the command line to commit a specific
file, it does not detect this file as modified, even when it is.

Reproduce:
- modify any file in a repository, say "file.txt"
- call to "tortoiseproc /command:commit /path:file.txt"
=> The commit dialog opens and says no files have changed.

Expected: Same behaviour as in pre-1.7, it should open the commit dialog
with only the file.txt as modified

Version: TortoiseSVN 1.6.99, Build 21964 - 64 Bit -dev, 2011/09/10 23:11:56

Same goes for
"tortoiseproc /command:revert /path:file.txt"
"tortoiseproc /command:commit /path:file1.txt*file2.txt*file3.txt"

and maybe other commands..
