Why do some dialog button have ALT shortcuts and other don't?

Hi, I was looking at the source code and trying to determine why dialogs have
an ALT+KEY keyboard for some buttons, but not for other buttons. For
example, the `Checkout progress` dialog [1] uses ALT+O for the OK button.
The `Check for modifications`dialog uses ALT+R for the Refresh button and
ALT+H the Check repository button, but doesn't have a shortcut for OK [2].
Would it be possible to add a shortcut? I know I can use ALT+F4 to dismiss
the dialog, but it would be great if every dialog enabled ALT+O for the OK
button.
