Patch - unnecessary actions

Hey.

Attached is an untested patch that addresses unnecessary actions. Sometimes it's a cutoff check done later than it could be. Sometimes it's doing an action and then conditionally overriding it. Sometimes it is checking for some condition and then checking for a mutually exclusive one immediately.
