bug r21541 : after initial checkout or update, working copy can not be updated using TortoiseSVN : working copy not recognized as such

Platform : Windows XP SP3
TortoiseSVN r21541

- create a working copy with SVN checkout into d:\test
- working copy is created properly
- right click on working copy directory root : TortoiseSVN doesn't
recognize the WC, and suggests option to "SVN upgrade working copy"
- using SVN Upgrade Working Copy : warning message about pre 1.7..
- clicking Yes to upgrade : message "Can not upgrade 'd:\test' as it is
not a pre-1.7 working copy root"

note that the integrated command line SVN.exe works on the same d:\test
working copy.
